Individuals with mid range net worth and with appropriate managerial experience can apply in one of the Provincial Entrepreneur programs. All the provinces manage their own entrepreneur programs and follow particular step by step process to award permanent residency. Applicants must show their expression of interest and later on the province will invite the applicant to apply. Chosen applicants will have to submit complete application which will be checked by the authorities of that particular province. Once the application gets approved the candidate will need to sign a Performance Agreement and then apply for the work permit. With the work permit the candidate can enter Canada as a worker. After a certain period, if all the conditions of performance agreement are fulfilled the candidate will get the nomination from the province. On the basis of Nomination the applicant can apply for the permanent residency of Canada.

The candidate has to show active participation in the management of business for most of these provincial business immigration programs on the basis of investment and creation of jobs. The requirement for this program may change from province to province however usually candidate has to show a minimum net worth of $500,000 CAD to $600,000 CAD along with managerial experience. Firstly the applicant must be nominated by the province and later can apply for permanent residency of Canada as per the federal rules and regulations.

BRITISH COLUMBIA

The province of British Columbia offers following business programs:

Entrepreneur Immigration

B.C. Entrepreneur Immigration

Requirements

  • The candidate should purchase an existing business or set up a new business in British Columbia
  • Minimum $200,000 CAD should be committed to invest in new or ongoing business.
  • This business should provide a full time job to citizen or permanent resident of Canada.
  • The candidate should show a net worth of a minimum of $600,000.
  • The candidate should have managerial experience.
  • Minimum CLB level 4 (Canadian Language Benchmark) to show proficiency in English or French in all four segments i.e. speaking, listening writing and reading.
  • Should be eligible for the immigration of Canada as per federal rules.
  • There will be a registration fees of $300, application fees of $3,500 and $1,000.

B.C. Entrepreneur Immigration – Regional Pilot

This immigration program created to attract candidates towards rural parts of British Columbia.

Area Requirements

  • The population should be less than 75,000.
  • It should be located 30 km far from any municipality which has more than 75,000 population.
  • Should be capable of supporting a foreign entrepreneur and have business support agencies and network for the business settlement.
  • Community representatives should complete Immigration and pilot-specific training.

Candidate Requirements

  • Should show an interest to start a business in rural areas of BC and settle there.
  • Should complete an investigative visit.
  • Minimum $100,000 CAD should be committed to invest in new or ongoing business.
  • The candidate should show a net worth of a minimum of $300,000.
  • Minimum CLB level 4 (Canadian Language Benchmark) to show proficiency in English or French in all four segments i.e. speaking, listening writing and reading.
  • Should have 51% or more shares of the business
  • This business should provide a full time job to citizen or permanent resident of Canada.

B.C. Entrepreneur Immigration – Strategic Projects

This program created to aid foreign companies to setup their business in Canada and send managerial, professional or technical staff to work and settle in British Columbia.

 

Company Requirements

  • The company should invest minimum of $500,000 to start, purchase or expand a business in British Columbia.
  • This business should provide 3 full time jobs to citizen or permanent resident of Canada for each foreign staff to a maximum of 5 foreign staff.

 

SASKATCHEWAN 

Saskatchewan Immigrant Nominee Program has couple of main categories i.e. the Entrepreneur stream and the International Graduate Entrepreneur Stream.

Entrepreneur Stream

Process

  • Show an Expression of interest to start a business
  • Invitation to apply
  • Nomination from the province

Candidate Requirements

The expression of interest must fulfil the below mentioned requirements:

  • The candidate should show a net worth of a minimum of $500,000.
  • The candidate should have minimum three years managerial or entrepreneurial experience.
  • Minimum $300,000 CAD should be committed to invest in Regina or Saskatoon, or $200,000 for any other area in Saskatchewan.

After the expression of interest the candidates will enter in a pool and will get a score. The candidates with top score will be invited to submit the application.

Applications must include:

  • Business Plan with investment figures mentioned in expression of interest, with at least one-third share in a company in Saskatchewan if the investment is $1 million or higher.
  • Commitment to be active member of management of business.
  • This business should provide minimum 2 full time jobs to citizen or permanent resident of Canada.

International Graduate Entrepreneur Stream:

Process

  • Submit an Expression of Interest (EOI)
  • Invitation to Apply – After the expression of interest the candidates will enter in a pool and will get a score. The candidates with top score will be invited to submit the application.
  • Business Performance Agreement (BPA) – Candidates after clearing the assessment will sign a BPA based on their Business Establishment Plan (BEP).
  • Business Establishment – After this stage the candidate can establish the business in Saskatchewan and start operating it actively on the basis of Post-Graduation Work Permit.
  • Nomination – Once the candidate fulfils all the required criteria of Business Performance Agreement, can apply for permanent residency. The nomination can be revoked if the candidate sell or close their business before getting permanent residency.

Candidate Requirements

  • The candidate should be of minimum 21 years of age.
  • The candidate should have acquired at least 2 years full-time post-secondary degree or diploma from a recognized and eligible Saskatchewan institution.
  • The candidate should a Post-Graduate Work Permit for not less than 24 months remaining.
  • The candidate should have lived in Saskatchewan during their studies.
  • The candidate should have proficiency in English with a CLB (Canadian Language Benchmark) score of 7 or more.

Requirements for Business Establishment

  • The candidate should live in Saskatchewan.
  • The candidate should own and actively operate a business in Saskatchewan for more than one year before applying for nomination.
  • Should have minimum one-third ownership of the business.
  • Should show that business is producing the required revenue after the operation of one year on the basis of number of employees.
  • Should sign a Business Performance Agreement with Saskatchewan Government, which will be provided by the SINP once your application is approved.

 

MANITOBA

Business Investor Stream

Business Investor Stream of Manitoba is created to aim at qualified foreign business investors and entrepreneurs. Initially the candidates will get a temporary work permit. The candidate should show the intention and capability to start or buy a business in the province of Manitoba within two years of arrival. There are two pathways for entrepreneurs and farm investors.

  1. a) Entrepreneur Pathway

This pathway is for the candidates who want to start a business in Manitoba. Initially the candidates will get a temporary work permit. Once they establish the business as per the conditions of a Business Performance Agreement; they will be nominated for permanent residence. The Manitoba government will give priority to those candidates who want to start the business outside Winnipeg in Manitoba.

  1. b) Farm Investor Pathway

This pathway is for the candidates who want to open and operate a farm in rural areas of Manitoba.  Initially the candidates will get a temporary work permit. Once they establish the business as per the conditions of a Business Performance Agreement; they will be nominated for permanent residence.

 

NOVA SCOTIA

This Entrepreneur stream of Nova Scotia aims at business owners or candidates with senior management experience. They should live in Nova Scotia, and purchase an existing business or start a new business. The candidate should be active in the management of the business.

Under this Entrepreneur stream, the candidates will get a temporary work permit. After operating the business for minimum year the candidates can apply for permanent residence. An Expression of Interest format is used under this stream where candidates are invited to apply from the pool.

 

Candidate Requirements

  • The candidate should be at least 21 years old.
  • The candidate should live in Nova Scotia permanently and should own and operate the business and taking active part in the management in the business.
  • The candidate should show a net worth of a minimum of $600,000.
  • Minimum $150,000 CAD should be committed to buy or start a new business in Nova Scotia.
  • The candidate should have minimum three years entrepreneurial experience (one third of ownership minimum) or minimum five years experience in senior management.
  • Minimum CLB level 5 (Canadian Language Benchmark) to show proficiency in English or French in all four segments i.e. speaking, listening writing and reading.

 

ONTARIO

This Entrepreneur stream of Ontario aims at foreign candidates who want to start a new business or purchase an existing business in Ontario. The candidates who got approved under this program will be nominated for permanent residence of Canada. After getting the nomination the candidate can apply for the permanent residence.

 

Candidate Requirements

  • The candidate should have minimum two years entrepreneurial experience in last five years.
  • The candidate should have experience as an owner or senior manager of a business.
  • The candidate should show a net worth of a minimum of $800,000 if the business will be established in Greater Toronto Area (GTA). If the business will be established outside GTA then the candidate should show minimum net worth of $400,000. If the intended business involves Digital Communications or Information Communications Technology anywhere in Ontario the candidate should show net worth of at least $400,000.
  • The candidate should commit to invest a minimum of $600,000 if the business will be established in Greater Toronto Area (GTA). If the business will be established outside GTA then the candidate should commit $200,000. If the intended business involves Digital Communications or Information Communications Technology anywhere in Ontario the candidate should commit at least $200,000.
  • The candidate should have at least one third of ownership in the business.
  • This business should create 2 full time jobs to citizen or permanent resident of Canada if the business will be established in Greater Toronto Area (GTA). If the business will be established outside GTA then it should create 1 job and similarly if the intended business involves Digital Communications or Information Communications Technology anywhere in Ontario.

 

NEW BRUNSWICK

The New Brunswick Provincial Nominee Program has couple of main categories i.e. the Entrepreneur stream and the Post-Graduate Entrepreneurial Stream.

 

Candidate Requirements for Entrepreneurial Stream

  • The candidate should have connection to the province of New Brunswick.
  • The candidate should be at least 22 years old and not more than 55 years.
  • The candidate should have a minimum of two years degree or diploma of post-secondary education.
  • Minimum CLB level 5 (Canadian Language Benchmark) to show proficiency in English or French in all four segments i.e. speaking, listening writing and reading.
  • The candidate should show a net worth of a minimum of $600,000 of which $300,000 in liquid asset.
  • Minimum $250,000 CAD should be committed to buy or start a new business in New Brunswick, with at least one third of the ownership.
  • The candidate should sign a Business Performance Agreement with the government of New Brunswick and deposit a sum of $100,000.
  • The proposed business should aid in economic growth of the province.
  • The candidate should have minimum three years entrepreneurial experience or minimum five years experience in senior management.
  • A business concept will be submitted with words ranging from 1,000 to 1,500.
  • The candidate will do an investigative visit to province, or take part in an informative session offered by the government of New Brunswick province.
  • The candidate should show an intention to permanently live in the province of New Brunswick.

 

Candidate Requirements for Post-Graduate Entrepreneurial Stream

  • The candidate should be at least 22 years old and not more than 40 years.
  • Minimum CLB level 7 (Canadian Language Benchmark) to show proficiency in English or French in all four segments i.e. speaking, listening writing and reading.
  • The candidate should have completed a minimum of two years degree or diploma of post-secondary education from university or community college in New Brunswick.
  • The candidates should have lived in New Brunswick during their education.
  • The candidate should have owned 100 % business and operated for at least one year.
  • The candidate must have a Post-Graduation Work Permit.
  • The candidate should show an intention to permanently live in the province of New Brunswick.

 

PRINCE EDWARD ISLAND

This Impact Category of Prince Edward Island aims at foreign entrepreneurs who have established their business in Prince Edward Island province.

There are two stages of Work Permit Stream:

  1. The candidates will get a temporary work permit and come to Canada to establish their business.
  2. Once they establish the business as per the conditions of a Business Performance Agreement; they will be nominated for permanent residence.

 

NORTH WEST TERRITORIES

The Business Stream of the North West Territories aims at business owners or candidates with senior management experience and investment capital. They should live in the North West Territories, and purchase an existing business or start a new business.

 

Candidate Requirements for Business Stream

  • The candidate should invest:
    • At least $300,000 equity fund for the purchase of existing business or starting a new business in Yellowknife, NWT or
    • At least $150,000 equity fund for the purchase of existing business or starting a new business outside Yellowknife, NWT
  • The candidate should show a net worth of:
    • Minimum $500,000 if purchasing an existing business or starting a new business in Yellowknife, NWT or
    • Minimum $250,000 if purchasing an existing business or starting a new business outside Yellowknife, NWT.

 

YUKON

The Business Nominee Program of Yukon aims at entrepreneurs to live in the Yukon Territory, and purchase an existing business or start a new business. Under this Business Nominee Program, the candidates will get a temporary two year work permit. After successfully operating the business for minimum one year the candidates will be nominated for the permanent residence.

 

Candidate Requirements for Yukon Business Nominee Program

  • The candidate should show a net worth of minimum $500,000 verified by an accounting firm in Yukon.
  • The candidate should show a minimum of $300,000 in liquid asset verified by an accounting firm in Yukon.
  • Minimum $300,000 CAD should be committed to invest in the business during 2 years of operation.
    • The capital investment made before getting Business Nominee Program will not be counted.
    • The Capital investments to buy the property or equipment will be counted however purchase of vehicle or house will not be counted in investment for the business.
